Award Summary InformationOn December 14, L984 the X-29 Advanced Technology Demonstrator made its first flight, the first experimental aircraft to be developed and flight tested by the United States in over a decade. This important achievement, and the development of the wide range of technologies included in this airplane, was largely made possible by the extraordinary efforts of a single individual, Colonel James N. Allburn. Through his managerial and technical leadership this aircraft was designed, procured, and tested through an effective program that has insured the successful transfer of the technology results to the services and the nationís aviation industry. Colonel Allburn set the acquisition strategy and established streamlined program procedures to cut costs and accelerate progress. He insisted on the establishment of a firm fixed price contract despite the strong recommendation against this by the procurement organization. The resulting fixed price contract substantially reduced the number of contract changes and associated costs.
